Have some shortcomings

When we got off the ship, we were told by a lady crew that my family could only have one floating board, you know, there were five people in my family, and we paid for four people. How do we distribute one floating board for five people? After I communicated repeatedly, the lady still refused me, and there were idle floats on board.
